The provincial development document is one of the most important upstream documents of regional development in order to ensure social welfare based on regional policy and policy-making, organizations and executive institutions take action using modern models of regional policy-making and planning.

The aim of this research is present a desirable model of social welfare policy-making in the Kashan region using an institutional approach based on the Isfahan Province Development Document. The present research is an applied research in terms of purpose and a qualitative research in terms of method. In the qualitative part, the Delphi method and the interpretative-structural model were used. The sample studied includes experts, officials and planners of the Kashan region, 37 people were purposefully selected and interviewed in three groups of officials, managers and executives, which resulted in the extraction of 17 indicators and variables, used to draw the relationships between them and the degree of influence and dependence and the level of their effectiveness through an interpretative structural model..

The results indicate that indicators such as institutional integration and capacity, institutional ability, institutional learning, and institutional arrangements in the Kashan region play a very important role in implementing the provincial development document in the field of social welfare. there are challenges such as lack of institutional infrastructure, shortage of specialized personnel, lack of intra-regional coordination, disregard for regional capacities, inappropriate investment conditions, and lack of desired impact of scientific organizations in the region. suggestions were made and the desired model of regional social welfare policymaking was drawn in accordance with the contextual, institutional, and executive conditions in line with infrastructural, institutional, and executive development.
