Longitudinal Analysis of Changes in Attitudes Towards Gender Equality in Iran

Abstract
A major prerequisite to ensuring gender equality is changing public perceptions of women’s status in society. This study aims to explore shifts in attitudes towards gender equality in Iran over the past two decades and across generations. To achieve this, a secondary analysis was conducted using data from 6,701 participants collected from three rounds of the World Values Survey between 2000 and 2020. The statistical population consisted of individuals aged 15 and above. The findings revealed that although attitudes have generally improved over time, this progress is chiefly constrained to the domains of politics and education and attitudes towards gender equality in employment have remained largely unchanged. This may be attributed to the prevailing concept in Iran according to which man is the primary breadwinner of the family, where men’s employment is deemed essential for family survival, giving rise to the idea that men should be given priority in finding jobs. Generational differences in attitudes towards gender equality were particularly pronounced. Newer generations scored higher across all indicators. Education emerged as the most significant individual factor influencing attitudes, and people with a university degree demonstrated the highest levels of support for gender equality. Among cultural characteristics, secularism, apatheism, and post-materialist values were associated with more progressive attitudes. Conversely, individuals with traditional family values gained lower scores in their attitudes toward gender equality. The study suggests that meaningful progress toward gender equality will remain elusive until the importance of women’s participation in political and employment spheres is recognized by individuals, families, and policymakers. In this regard, the role of the government is pivotal as it should pave the way for the entry of women into the labor market and political arena.
