Abstract
Urban regeneration in Samen Area in Mashhad in many cases is similar to other distressed urban areas. But for sure it has some exclusive characteristics: economic and religious advantages. History of regeneration in this area has good and bad periods but always attracting property owners’ cooperation was the main challenge. This paper along with explaining elements of urban regeneration, focusing on roles of trust and cooperation, shoes that property owners’ tendency to cooperation can be explained by empowerment, benefits and information. Findings showed that power of actor in attaining his benefits, along with his perception about expected benefits and also the information which are base of all his estimations, explain why they are not interested in participation in the urban regeneration initiative.
