The present article was compiled with the aim of investigating the perception of freedom in the citizens of Rasht city by two generations, young and middle-aged, using the theories of Ronald Inglehart and Isiah Berlin. According to Berlin's theory, freedom is an important element in the context of values, personal rights and private and social life of people. Also, based on Inglehart's theory, according to the transformation of value and generational change, the difference of opinion in different fields is formed between citizens. The present article was collected with a quantitative method and a questionnaire tool with a sample size of 384 people and with a random cluster sampling method in the young generation with the age range of 18-29 years and the middle-aged with the age range of 40-49 years. According to the findings of the research, the perception of freedom in the young generation is 2.60 and in the middle-aged generation is 2.63, and both scores are lower than the average number, but the amount of social capital in the two generations is not different, the feeling of social deprivation in the middle-aged generation is slightly higher than that of the young generation. The average religiosity score of 3.13 in the young generation and 3.55 in the middle-aged generation is higher than the average, in other words, the difference in religiosity between the two young and middle-aged generations is significant and can be generalized to the statistical population.
